This manifesto was the political basis of the highly successful World Conference of Workers held in Berlin on November 16-17, 1991 on the eve of the first Persian Gulf War. It examines the historical crisis of leadership in the workers movement as it has developed throughout the twentieth century and puts forward a Marxist strategy for uniting the international working class.
